Site Announcement Improvements

The site announcements could be improved in two ways:
1: Allow users to hide the announcement once they had read it. This setting would apply to the current announcement only - if the site announcement was updated this would reset so the new announcement would show to all users once again.
- Ability to set announcements to automatically expire / stop being shown after a certain date & time.
