Ability to add Tool Tip for Form Fields

During one of our user interviews, one of our Edwiser Forms users asked whether one can add descriptions to each form field that's part of a form.

Use-Case
If the Moodle Admin introduces a specific field which needs to be explained to the user.
Say we ask for Sales Tax ID or Identification Number the name of this field changes from country to country so a small description about it will surely help.
